Strengthening the Digital Presence of Civil Service Training
The Civil Service College plays a pivotal role in developing leadership capability, governance standards, and professional excellence across Hong Kong’s civil service. Its website serves as the College’s institutional interface, communicating training philosophy, programme information, and official updates with clarity and authority.
The objective of this project was to strengthen that digital presence through a comprehensive design-led revamp. Rather than introducing complex transactional functionality, the focus was on elevating presentation, clarifying structure, and embedding sustainable content governance.
The result is a modern, information-driven platform built on CMSCore, designed to support long-term institutional communication with discipline and consistency.

The platform is structured around the College’s core training pillars, presenting information in a clear and organised manner. The homepage introduces key themes through controlled motion design, reinforcing hierarchy while maintaining institutional credibility.
Content is delivered through modular templates that balance visual clarity with structured governance, ensuring consistency across desktop and mobile environments.
Design System
Design System and Content Structure
As an institutional platform, clarity and structure guided the design approach. A defined typographic hierarchy supports structured reading, while a disciplined colour framework reflects government identity. Reusable UI components and flexible layout modules enable consistent presentation across varying content densities.
The design system was implemented directly within CMSCore as structured components rather than treated as a visual layer. This ensures long-term consistency as content evolves and reduces design drift, a common challenge in content-heavy public sector websites.
